Resubmission season produces polite letters that still carry sharp requirements. A resubmission findings review — a form of financial audit of applications — tests whether your revisions answer those requirements or merely rearrange them.
Inventory before rewriting
Number every comment. Beside each number, note the page or schedule it targets. Only then open the workbook. Teams that rewrite first often polish prose while leaving the contested total untouched.
Cosmetic versus substantive
Changing an adjective in the narrative is cosmetic if the remark concerned a mismatched matching-fund amount. Substantive closure changes the figure, the supporting invoice list, or both — and updates every place that figure appears.
Residual risk language
Your internal memo after review should say which comments are closed, which remain unclear, and which you intentionally leave with residual risk. Boards make better filing decisions when that language is honest.
If you commission an independent review, send both the comment letter and the prior version. Without the prior version, the auditor cannot see what actually changed.
