Eligibility schedules fail less often on exotic rules than on missing paper. When we run an eligibility schedule check as part of financial audit of applications, the strongest packets arrive with a one-page evidence index.
Columns that actually help
List each criterion in the programme excerpt, the exact document you will attach, its issue date, and whether the figure it supports also appears in your budget. That last column prevents a turnover threshold from citing a different revenue number than your financial annex.
Dates that age out
Factory registrations, association filings, and insurance certificates expire quietly. Index the expiry date, not only the issue date. Filing teams who skip this step often discover the gap after the portal has already accepted an upload that a human reviewer will later reject.
Ambiguous “or” criteria
Some programmes allow either audited accounts or a tax filing. Your index should state which path you chose and why. Silence invites the reviewer to assume the stricter path — and to mark you incomplete when that path is empty.
Keep the index in the same language as the forms. Bilingual packets confuse officers when the Chinese and English indexes disagree on which certificate is primary.
